Europe felt a moment of respite on Monday, as the tension caused by the announcement of a new 28-point plan for achieving ceasefire appeared – temporarily – to have been contained. A American diplomat spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its response: another massive barrage of aerial bombardment on Kyiv.
The Rhythm of Diplomacy and Destruction
The succession of contrasting events captured the harsh reality of the recent timeframe. By day, political struggles are waged: optimistic declarations are delivered from multiple capitals. Significant resources is allocated on restraining particular approaches. By night, Russian leadership clearly shows the world that, for them, war remains the key method for achieving "settlement".
Nocturnal Warfare
As the offensive developed into the early hours of Tuesday, the present situation of Ukraine's vulnerability was laid bare. Ukraine is able to track rocket firings from Russian territory, a capacity enabled by current data. From vantage locations, military aircraft that had been scrambled to counter approaching guided weapons roared overhead – advanced fighter aircraft supplied to Ukraine by European allies.
Soon thereafter, Kyiv's anti-aircraft weapons activated: multiple launches fired to intercept a hostile projectile. This was a advanced protection mechanism at work, presumably supplied through Western nations. Every deployment shakes the surroundings, shaking the windows. The moment of terror quickly gives way to resigned acknowledgment: maybe the hostile projectile won't cause damage this time, protecting urban areas from ruin and another blackout.
Persistent Threats
Not long after, a large-caliber weapon engaged a unmanned aircraft somewhere nearby, part of a rapid response unit – most likely imported technology. Regrettably, the shots failed to hit the opposing UAV – it continued its flight toward its destination.
Periodically, this persisted until dawn. Kyiv greeted the daybreak reports: multiple fatalities, damage and utility failures in numerous residences as a result of the night's assault. As always, everyone still went about their day – living the war. But those full day encapsulated Ukraine's essential dependence on Western support – a reliance that European nations are clearly incapable to replace in the immediate future.
Failed Diplomacy
The detailed framework from US administration provoked deep reactions, discussion and deep concern – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have seen this script before, after earlier high-level meetings and bilateral conferences.
Every new approach from American administration unfolds according to the consistent cycle: a political offensive against Ukraine, which Kyiv, with allied governments, succeeds in resisting. They manage the tension but never actually secure success. This trend will, certainly, endure.
Tactical Assessments
It is easy to blame particular leaders of consistently pushing Moscow's conditions. But that does not seem to be the complete picture. US administration functions according to a principle familiar among experienced diplomats: you cannot secure via talks what you have lost on the battlefield. The White House assumes that it is unrealistic to force Russia to relinquish the territory that it already controls in Ukraine's occupied territories.
The issue is that while acknowledging this situation, Washington does little to discourage Russia, through words or deeds, from believing that the situation will not evolve additionally in its advantage in the near future.
Opposing Positions
Therefore, Russian leadership is convinced that duration works to their advantage – that Ukraine and its allies are coming close to fatigue. Their incentive to agree to terms that does not give them the largest achievable advantage is almost completely absent. There may be numerous efforts to stop fighting, but they will carry on as long as Russia's leader remains highly assured in the outcome.
On the contrary, Ukraine's government believes that Ukraine can still hold out, gradually sacrificing lives and land but averting a total frontline collapse until conditions improve in its advantage.
Present Conditions
Factually, there are no genuine requirements for a armistice. Now, individual motivations are entering the equation: leadership ambitions to broker a ceasefire and secure international recognition, and Ukrainian leadership's twin challenges – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the flag against any initiative Kyiv finds unacceptable, so that their priority does not move to domestic problems. And although their objective will now be considerably more difficult after current events, it remains highly unlikely that this will alter their fundamental strategy.
These conflicting dynamics are influencing discussions.
Summary and Prospects
It took a mere seven days to eliminate the 28 points of the most recent proposal. Aggressive and erratic handling of the matter by Washington, resistance by Ukraine and the other European countries, along with soothing efforts of diplomats, and finally, latest revelations, all achieved their purpose.
While new proposals based on previous concepts are approaching, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to counter political attacks from Washington that are rooted in Kremlin requirements and reflect specific hesitation to change the course of events, if they stand together and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the predictable period, primarily depend on sustained allied backing.
